Israel Innovation Authority Pre-Seed Grant: Turning Ideas into Reality

Do you have a groundbreaking technological idea but lack the initial funding to prove its feasibility? The Pre-Seed Program of the Israel Innovation Authority is designed exactly for that. It is the first step in transforming an early-stage venture into a growing company.

Each year, the Israel Innovation Authority distributes approximately ₪2 billion in grants primarily to companies and corporations for the development of new products, establishment of manufacturing processes, execution of pilot programs to advance innovative technologies, international R&D collaborations, academic partnerships, and more.

The program’s goal is to bridge the “valley” between the idea stage and product development, as well as significant capital raising. In essence, the state becomes a risk-sharing partner, recognizing that true innovation requires initial support to reach Proof of Concept (POC).

What Do You Get?

Financial Grant: Funding of up to 60% of the approved budget
Maximum Grant: Up to ₪1.5 million
Additional Incentives:+10% for companies operating in Development Zone A or owned by underrepresented populations (women, ultra-Orthodox, Arab entrepreneurs) – up to ₪1.65 million+20% for companies based in Sderot or Gaza Envelope communities – up to ₪1.8 million
Favorable Terms: Equity-free funding (no dilution)
Repayment Only Upon Success: Repayment is made through royalties only if the company generates revenue
Quality Seal: Receiving the grant serves as a strong technological and business validation, significantly improving your ability to attract private investors.

Who Is It For?

Israeli early-stage startups
Entrepreneurs and teams developing innovative, high-risk technological products
Ventures that have not yet raised significant capital (up to ₪3 million)
Ventures with annual revenues not exceeding ₪300,000 in the last calendar year prior to submission

What Does the Evaluation Committee Examine?

To approve the grant, the Authority evaluates four key parameters:

Technological Innovation: How unique and breakthrough is the product compared to existing solutions?
Team Capability: Does the team have the expertise and ability to lead both development and business growth?
Market Potential: Is there a real market need, and does the business potential justify the investment?
Need for Government Funding: Is this grant essential for executing and advancing the project?
